Developmental editing comes before the copy edit and proofread. Developmental editing is a holistic edit of your overarching story, characterization, plot beats, and style. I do not offer developmental editing, but you can find many excellent editors who do through the ACES or EFA directories. 

Rates vary depending on the project length, complexity, and service, so please do reach out for a quote specific to your project, particularly if it’s an unusual format. In general, my proofreading rate starts at $0.01 per word and my copy editing rate starts at $0.02 per word.
